In HeartGold & SoulSilver, Latias is a Legendary Pokemon rated S-Tier. At 600 BST, it hits hard. It excels as a sweeper. Draco Meteor with Choice Specs is the standard set.
Mega Evolution isn't available in HeartGold & SoulSilver, but Latias does have a Mega form in Gen 6-7 games (X/Y, ORAS, Sun/Moon). Mega Latias hits 700 BST.
In HeartGold & SoulSilver, Latias's biggest threats include Walrein (Ice), Pinsir (Bug), and Gengar (Ghost), all carrying super-effective STAB moves. Dragon and Dark-type attackers are also a problem. With 5 weakness types, most competitive teams carry at least one counter. Latias has enough bulk to absorb a hit, but don't push the matchup. Pivot to a teammate that resists.
Latias gets Levitate. But Levitate is the one that matters. It's the centerpiece of every viable set. Build around that. With base 110 Speed, Levitate gives Latias an edge before opponents can react.
