Weepinbell has a large hook on its rear end. At night, the Pokemon hooks on to a tree branch and goes to sleep. If it moves around in its sleep, it may wake up to find itself on the ground.

Weepinbell is meant to evolve into Victreebel. At 390 BST, the stats aren't there for competitive play yet. Pre-evolution Pokemon rarely hold up against fully evolved threats.
In Platinum, Bellsprout evolves into Weepinbell at level 21. Weepinbell evolves into Victreebel using a Leaf Stone. Weepinbell is a middle-stage evolution in the Bellsprout line.
Chlorophyll is what you want on Weepinbell. Every competitive set worth running is built with that ability in mind. The alternatives (Gluttony) work on paper but Chlorophyll is what makes Weepinbell worth using.
At base 55 Speed, it won't be moving first often. On offense, Weepinbell is a mixed attacker with base 90 Attack and 85 Sp. Atk. Defensively? Fragile, can't afford to take many hits.
