In Sword & Shield, Blastoise has a 530 base stat total and ranks as C-Tier: a niche pick in Sword & Shield's meta. It works best as a balanced. Fakeout with Sitrus Berry is the standard set.
Mega Evolution isn't available in Sword & Shield, but Blastoise does have a Mega form in Gen 6-7 games (X/Y, ORAS, Sun/Moon). Mega Blastoise hits 630 BST.
Torrent strengthens water moves to inflict 1.5× damage at 1/3 max HP or less. That's the one you want on Blastoise. Rain Dish is the hidden ability. Niche, but it has its uses.
