In Emerald, Pidgeot has a 469 base stat total and ranks as C-Tier: a niche pick in Emerald's meta. It works best as a balanced. Aerialace with Choice Band is the standard set.
Mega Evolution isn't available in Emerald, but Pidgeot does have a Mega form in Gen 6-7 games (X/Y, ORAS, Sun/Moon). Mega Pidgeot hits 569 BST.
Keen Eye is the go-to ability for Pidgeot. It prevents accuracy from being lowered. Its hidden ability Big Pecks can work in specific setups. Tangled Feet is the other option. Pick based on what your team needs.
