Clearbody helps Registeel stick around while dealing real damage. Rocky Helmet for chip damage on every physical hit received, max HP and Sp. Atk EVs for the right balance, and Thunderbolt as the main threat. Not the fastest, but it doesn't need to be.

For the Sun & Moon meta, At 580 BST, Registeel is built different. We rank it C-Tier. As a Legendary Pokemon, the raw stats back up the reputation. Best used as a wall. Thunderbolt with Rocky Helmet is the standard set.
Clear Body prevents stats from being lowered by other Pokémon. That's the one you want on Registeel. Light Metal is the hidden ability. Niche, but it has its uses.
Base 50 Speed is low. Priority moves or Trick Room are the way to go. On offense, Registeel is a special attacker with base 75 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as a wall.
In Sun & Moon, run Thunderbolt, Flash Cannon, Ancientpower, and Toxic on Registeel. Thunderbolt is the most common pick at 23% usage. This set covers the wall role with a mix of damage and utility.
