Water at 55 Attack and 95 Speed. 10 HP is the lowest in the format. Any hit that connects ends the game regardless of damage. The moveset goes fast and dies immediately. Evolve to Wugtrio for 100 Attack and 120 Speed, though the bulk barely improves.
