Bellsprout isn't catchable in Ruby & Sapphire. Catch one in Emerald or LeafGreen, then trade it to Ruby & Sapphire.
In Ruby & Sapphire, Bellsprout does the job early-game if you need a Grass/Poison type on your team. Evolve it into Weepinbell before the later gyms and it holds up fine through the story.
