In FireRed & LeafGreen, Wailord has a 500 base stat total and ranks as C-Tier: a niche pick in FireRed & LeafGreen's meta. It works best as a balanced. Self Destruct with Leftovers is the standard set.
Water Veil prevents burns. That's the one you want on Wailord. Pressure is the hidden ability. Niche, but it has its uses. Oblivious works too if your team needs something different.
In FireRed & LeafGreen, Wailord fills the balanced role. It's a special attacker with base 90 Sp. Atk. At base 60 Speed, it won't be moving first often. And it's enough bulk to take a hit or two.
