For Ruby & Sapphire, we rate Meganium C-Tier: a niche pick in Ruby & Sapphire's meta. At 525 BST, it fits the support role. Leech Seed with Leftovers is the standard set.
Overgrow is the go-to ability for Meganium. It strengthens grass moves to inflict 1.5× damage at 1/3 max HP or less. Its hidden ability Leaf Guard can work in specific setups.
Base 80 Speed is workable. Faster than some, slower than many. On offense, Meganium is a special attacker with base 83 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as a support.
In Ruby & Sapphire, the best way to handle Meganium: Super-effective STAB from faster Pokemon is the simplest answer. Fire, Ice, and Poison-type attackers hit hardest.
