Raw Sp. Atk carries Raging Bolt's bulk more than the defenses do. Attack barely registers. But that HP pool covers for it. A very hard to catch Paradox Pokemon that yields 3 Sp. Atk EVs on a slow 1.25M XP grind.

For the Scarlet & Violet meta, At 590 BST, Raging Bolt is built different. We rank it A-Tier. As a Legendary Pokemon, the raw stats back up the reputation. Best used as a wallbreaker. Thunderclap with Booster Energy is the standard set.
In Scarlet & Violet, watch for Cloyster (Ice), Swampert (Ground), and Garchomp (Dragon) when using Raging Bolt. They all hit it super-effectively with STAB. Fairy-type attackers are also a problem. Raging Bolt has enough bulk to absorb a hit, but don't push the matchup. Pivot to a teammate that resists.
Protosynthesis raises highest stat in harsh sunlight, or if holding Booster Energy. That's the one you want on Raging Bolt. It's the only ability Raging Bolt has.
Base 75 Speed is workable. Faster than some, slower than many. On offense, Raging Bolt is a special attacker with base 137 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as a wallbreaker.
For Scarlet & Violet, Raging Bolt has answers, but so do you. Status moves (Toxic, Will-O-Wisp) wear it down. Setup sweepers can use it as a boost opportunity. Physical attackers can break through.
