Evolution
Partway through Quaxly's chain. Quaxwell still has another evolution ahead before reaching Quaquaval. For breeding, average hatch time with plenty of partners via two egg groups. No wild encounters for Quaxwell. The 3-stage chain runs through Quaxly, which you can catch at moderate rates from the locations below. Evolve at level 36 once you've got the levels.
Base Stats
An unusually even spread gives Quaxwell flexibility. Attack barely edges ahead. But Sp. Def isn't far off. Tough to catch and follows a 1.06M XP medium-slow curve. Yields 2 Attack EVs.
The hardworking Quaxwell observes people and Pokémon from various regions and incorporates their movements into its own dance routines.
Quaxwell Guide
Quaxwell is meant to evolve into Quaquaval. At 410 BST, the stats aren't there for competitive play yet. Pre-evolution Pokemon rarely hold up against fully evolved threats.
Torrent strengthens water moves to inflict 1.5× damage at 1/3 max HP or less. That's the one you want on Quaxwell. Moxie is the hidden ability. Niche, but it has its uses.
At base 65 Speed, it won't be moving first often. On offense, Quaxwell is a physical attacker with base 85 Attack. Best used as a support.
You can run Quaxwell through the first few routes without issues. 410 BST won't carry you far though. Get it to Quaquaval as fast as you can.
