Bug TermStab hits nothing relevant, and AbilitySwarm boosting it at low HP doesn't change that. MoveMorning Sun provides HP recovery. Low stats across the board with no competitive niche. Grass-type moves and recovery can't overcome the stat limitations.

Beautifly Ruby & Sapphire Guide
In Ruby & Sapphire, watch for Golem (Rock), Charizard (Fire), and Raikou (Electric) when using Beautifly. They all hit it super-effectively with STAB. Golem is the most dangerous since Rock moves deal 4x damage. Ice and Flying-type attackers are also a problem. With 5 weakness types, most competitive teams carry at least one counter.
In Ruby & Sapphire, Beautifly has niche appeal at best. 395 base stats means you're fighting uphill by mid-game. There are better Bug/Flying Pokemon available.
In Ruby & Sapphire, Beautifly has a 395 base stat total and ranks as C-Tier: a niche pick in Ruby & Sapphire's meta. It works best as an attacker. Psychic with Lum Berry is the standard set.
Swarm strengthens bug moves to inflict 1.5× damage at 1/3 max HP or less. That's the one you want on Beautifly. It's the only ability Beautifly has.
In Ruby & Sapphire, Beautifly fills the attacker role. It's a physical attacker with base 70 Attack. At base 65 Speed, it won't be moving first often. And it's fragile, can't afford to take many hits.
