In Sun & Moon, Regenerator changes the entire equation for Toxapex. The 495 BST doesn't tell the full story. Ranked A-Tier. Recover with Black Sludge is the standard set.
Regenerator is what you want on Toxapex. Every competitive set worth running is built with that ability in mind. The alternatives (Merciless, Limber) work on paper but Regenerator is what makes Toxapex worth using.
Base 35 Speed is low. Priority moves or Trick Room are the way to go. On offense, Toxapex is a special attacker with base 53 Sp. Atk. Defensively? Tanky enough to absorb a few hits.
In Sun & Moon, the best way to handle Toxapex: Super-effective STAB from faster Pokemon is the simplest answer. Electric, Ground, and Psychic-type attackers hit hardest.
