Torchic can't be caught in Black 2 & White 2. Bring it over from Ruby, Emerald, or Brilliant Diamond instead. The encounter info below covers the source games.

Level 16 gets you Combusken. Quick enough that Torchic barely slows you down.
In Black 2 & White 2, Torchic does the job early-game if you need a Fire type on your team. Evolve it into Combusken before the later gyms and it holds up fine through the story.
