It is completely covered with plushy fur. As a result, it never feels the cold even when it is rolling about on ice floes or diving in the sea.

Level 32 gets you Sealeo. Not the fastest evolution, so consider Exp. Share or route grinding to speed it up.
In Emerald, Spheal does the job early-game if you need a Ice/Water type on your team. Evolve it into Sealeo before the later gyms and it holds up fine through the story.
