When the water warms, they inflate the flotation sac on their heads and drift languidly on the sea in packs.

For the X & Y meta, At 480 BST, Phione is built different. We rank it D-Tier. As a Mythical Pokemon, the raw stats back up the reputation. Best used as a balanced.
Hydration cures any major status ailment after each turn during rain. That's the one you want on Phione. It's the only ability Phione has.
In X & Y, Phione fills the balanced role. It's a mixed attacker with base 80 Attack and 80 Sp. Atk. Base 80 Speed is workable. Faster than some, slower than many. And it's enough bulk to take a hit or two.
For X & Y, Phione has answers, but so do you. Super-effective STAB from faster Pokemon is the simplest answer. Electric and Grass-type attackers hit hardest.
