For the Black & White meta, At 480 BST, Phione is built different. We rank it C-Tier. As a Mythical Pokemon, the raw stats back up the reputation. Best used as a support. Rest with Apicotberry is the standard set.
Hydration cures any major status ailment after each turn during rain. That's the one you want on Phione. It's the only ability Phione has.
In Black & White, Phione fills the support role. It's a special attacker with base 80 Sp. Atk. Base 80 Speed is workable. Faster than some, slower than many. And it's enough bulk to take a hit or two.
In Black & White, run Rest, Scald, Toxic, and Acidarmor on Phione. Rest is the most common pick at 21% usage. Scald provides reliable STAB damage.
