Stats & Training
Bellsprout's spread isn't flashy. Attack leads, Sp. Def trails, 0 stats clear the bar. Easy to catch and worth 1 Attack EV, on a 1.06M XP medium-slow curve.
Even though its body is extremely skinny, it is blindingly fast when catching its prey.
It plants its feet deep underground to replenish water. It can’t escape its enemy while it’s rooted.
Bellsprout Weakness
Fire, Ice, Flying, and Psychic moves hit Bellsprout for super-effective damage. It resists 4 types, giving it decent defensive coverage. 4 weaknesses is about average, nothing too hard to play around.

Level 21 gets you Weepinbell. Not the fastest evolution, so consider Exp. Share or route grinding to speed it up.
In HeartGold & SoulSilver, Bellsprout does the job early-game if you need a Grass/Poison type on your team. Evolve it into Weepinbell before the later gyms and it holds up fine through the story.
