The problem is Candice's Ice-types and Cynthia's Garchomp both exploit that 4x Ice weakness. You'll want Ice-resistant teammates for the endgame. Reusable TMs let Torterra carry Crunch and Stone Edge for coverage. Strong from gym 2 through gym 8, then needs support.
