PLA Oshawott Best Moveset
Water pre-evolution at 63 Sp. Atk and 45 Speed. The moveset can't compete. Evolve through to Hisuian Samurott for Water/Dark TermStab at 108 Attack and 100 Sp. Atk with a unique mixed offensive identity.

In Legends: Arceus, Oshawott does the job early-game if you need a Water type on your team. Evolve it into Dewott before the later gyms and it holds up fine through the story.
