Whirlipede at level 22 is the mid-stage. Push through to Scolipede at level 30 for the final form. 260 BST right now won't cut it long-term.
Level 22 gets you Whirlipede. Not the fastest evolution, so consider Exp. Share or route grinding to speed it up.
