You'll find Spearow across 18 walking, headbutt, and more encounters from Lv. 2-17, sorted by game progression. Earlier spots show up first so you can grab one as soon as it's reachable.
Spearow Guide
Get Spearow to Fearow at level 20. At 262 BST, Spearow is just the starting point.
Level 20 gets you Fearow. Quick enough that Spearow barely slows you down.
In Crystal, Spearow does the job early-game if you need a Normal/Flying type on your team. Evolve it into Fearow before the later gyms and it holds up fine through the story.
