The natural movepool does the job, but Bestow and Hypnosis from the egg pool give Pidove something extra. Pair those with Sky Attack and Fly for STAB and Bug and Steel coverage for reach, and the kit fills out nicely.

Level 21 gets you Tranquill. Not the fastest evolution, so consider Exp. Share or route grinding to speed it up.
In Black 2 & White 2, Pidove does the job early-game if you need a Normal/Flying type on your team. Evolve it into Tranquill before the later gyms and it holds up fine through the story.
