Pidgey evolves into Pidgeotto at level 18. Early evolution, you'll hit it before the third gym in most games.
For Legends: Z-A, you can run Pidgey through the first few routes without issues. 251 BST won't carry you far though. Get it to Pidgeotto as fast as you can.
