Manaphy doesn't rely on pure speed. Leftovers gives it passive recovery each turn to stay healthy, and Timid nature still pushes offense. Surf and the remaining moves keep the pressure on while max Sp. Atk and Speed EVs balance power and survivability.

In X & Y, Manaphy is a Mythical Pokemon rated B-Tier. At 600 BST, it hits hard. It excels as a sweeper. Tailglow with Leftovers is the standard set.
Hydration is the go-to ability for Manaphy. It cures any major status ailment after each turn during rain. It's Manaphy's only ability.
Base 100 Speed lets it outrun most of the field. On offense, Manaphy is a special attacker with base 100 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as a sweeper.
For X & Y, the core moveset is Tailglow, Surf, Ice Beam, and Energy Ball. Tailglow leads at 24% usage. Surf provides reliable STAB damage.
