Stats & Training
Sp. Atk and Sp. Def carry most of Kyogre's stat budget. Defense's the obvious dump stat. Near-impossible to catch and yields 3 Sp. Atk EVs. Follows a slow 1.25M XP grind.
Through Primal Reversion and with nature’s full power, it will take back its true form. It can summon storms that cause the sea levels to rise.
Kyogre is said to be the personification of the sea itself. Legends tell of its many clashes against Groudon, as each sought to gain the power of nature.
Kyogre Weakness
Type-wise, Kyogre takes extra damage from Electric and Grass. 4 resistances help offset the weaknesses. Kyogre's special bulk (base 140 Sp.Def) helps absorb special-type weaknesses, though physical moves exploit the lower Defense.

Kyogre Guide
In Omega Ruby & Alpha Sapphire, Kyogre is a Legendary Pokemon rated A-Tier. At 670 BST, it hits hard. It excels as a wallbreaker. Base 150 Sp. Atk stands out.
In Omega Ruby & Alpha Sapphire, Kyogre's biggest threats include Raikou (Electric) and Breloom (Grass), all carrying super-effective STAB moves. Only 2 weaknesses means fewer dedicated counters to worry about. Kyogre has enough bulk to absorb a hit, but don't push the matchup. Pivot to a teammate that resists.
Drizzle is what you want on Kyogre. Every competitive set worth running is built with that ability in mind. Drizzle synergizes with Kyogre's base 140 Sp.Def, letting it soak special attacks as a pivot.
Base 90 Speed is workable. Faster than some, slower than many. On offense, Kyogre is a special attacker with base 150 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as a wallbreaker.
In Omega Ruby & Alpha Sapphire, the best way to handle Kyogre: Status moves (Toxic, Will-O-Wisp) wear it down. Setup sweepers can use it as a boost opportunity. Physical attackers can break through.
