Get Baltoy to Claydol at level 36. At 300 BST, Baltoy is just the starting point.
Level 36 gets you Claydol. Not the fastest evolution, so consider Exp. Share or route grinding to speed it up.
For Black & White, you can run Baltoy through the first few routes without issues. 300 BST won't carry you far though. Get it to Claydol as fast as you can.
