For Crystal, we rate Jynx B-Tier: a solid option in Crystal for the right team. At 455 BST, it fits the pivot role. Ice Beam with Leftovers is the standard set.
Base 95 Speed is workable. Faster than some, slower than many. On offense, Jynx is a special attacker with base 115 Sp. Atk. Best used as a pivot.
For Crystal, the core moveset is Ice Beam, Lovely Kiss, Psychic, and Thief. Ice Beam leads at 0% usage. Psychic provides reliable STAB damage.
In Crystal, the best way to handle Jynx: Super-effective STAB from faster Pokemon is the simplest answer. Fire, Bug, and Rock-type attackers hit hardest.
