65 Sp. Atk at 45 Speed with AbilityLevitate granting Ground immunity on a Psychic pre-evo. The moveset can't compete. One evolution from Chimecho where 95 Sp. Atk and better bulk create a modest special Psychic attacker.

Don't skip the egg moves. Chingling picks up Cosmic Power and Curse only through breeding, and both fill gaps the natural movepool can't. STAB runs through Future Sight and Dream Eater while Normal and Ghost coverage and more adds range.
