First stop is Dewott at level 17. From there the chain splits: Samurott at level 36 and Hisuian Samurott at level 36. Pick your final form based on what your team needs.
Level 17 gets you Dewott. Quick enough that Oshawott barely slows you down.
In Sun & Moon, Oshawott does the job early-game if you need a Water type on your team. Evolve it into Dewott before the later gyms and it holds up fine through the story.
