Oddish's Grass/Poison typing leaves it vulnerable to Bug, Fire, Ice, Flying, and Psychic. Bug hits land at 4x, so they're the biggest threat. 4 resistances help offset the weaknesses.

Level 21 gets you Gloom. Not the fastest evolution, so consider Exp. Share or route grinding to speed it up.
For Red & Blue, you can run Oddish through the first few routes without issues. 330 BST won't carry you far though. Get it to Gloom as fast as you can.
