You commit to a move every time Kubfu comes in. Choice Scarf gives speed patching through item lock, and Innerfocus adds to that. Max Attack and Speed EVs make sure the locked move actually hurts. The remaining moves covers the rest.

For the Scarlet & Violet meta, At 385 BST, Kubfu is built different. We rank it C-Tier. As a Legendary Pokemon, the raw stats back up the reputation. Best used as a balanced. Close Combat with Choice Scarf is the standard set.
In Scarlet & Violet, watch for Staraptor (Flying), Reuniclus (Psychic), and Grimmsnarl (Fairy) when using Kubfu. They all hit it super-effectively with STAB.
Inner Focus prevents flinching. That's the one you want on Kubfu. It's the only ability Kubfu has.
In Scarlet & Violet, Kubfu fills the balanced role. It's a physical attacker with base 90 Attack. Base 72 Speed is workable. Faster than some, slower than many.
